Carl J. DeBernard, the Director of Enterprise Information Technology in the Acquisition Division at the Transportation Security Administration, is laying the groundwork for the implementation of new technologies through Centers of Excellence and dealing with the intersection of innovation and governance. “Facilitate. Guide. Don’t bog down. Don’t put control in place for something that happened once. Make governance a forethought and not an afterthought,” DeBernard said at GTSC’s FITGov Summit, where he spoke about best practices in implementing and using a Center of Excellence. DeBernard works to deliver and implement the best technology in the most efficient way. With his leadership in TSA’s Salesforce Platform System, “the standardization they [centers of excellence] bring to activities like application development allow organizations to be efficient.” TSA is currently soliciting proposals for to manage and administer TSA’s Salesforce Platform System. The requirements focus on governance, release management, operations and maintenance, cyber security, platform enablement, and oversight in support of the Office of Information Technology, Applications Development, Digital Services Team.
