Deputy Chief Procurement Officer, Federal Emergency Management Agency

Deputy Chief Procurement Officer Lester Ingol is the calm before, during and after the firestorm. His career began as a logistician with the U.S. Marine Corps, rising to Deputy Head of Contracting at the Federal Emergency Management Agency (FEMA). He has proven to be an exceptionally experienced and effective leader over procurement of all mission essential assets, advancing throughout the homeland and national security procurement to manage and support the nation’s preparation, response, and resilience to disasters.

Building on a reputation of excellence, his achievements include serving FEMA at the National Response Coordination Center’s Resource Support Section during the 2017 and 2018 hurricane seasons, and serving as FEMA Deputy Director for Preparedness and Internal Operations and branch chief for recovery acquisitions. He has worked on high- profile disasters such as Hurricane Sandy and the tornadoes in Joplin, Mo., and Alabama. He played an integral role in the development of the Catastrophic Housing Annex to the Federal Interagency Operational Hurricane Plan.

Such is Ingol’s leadership, he even served as the FEMA Branch Chief for Support Services, Deputy Branch Chief for Mitigations and the Acquisition Chief for FEMA’s Louisianan Recovery Office following Hurricane Katrina.
