Executive Director of the Strategic Programs Division at the Department of Homeland Security

Jaclyn Rubino serves as the Executive Director of the Department of Homeland Security (DHS) Strategic Programs Division (SPD) within the Office of the Chief Procurement Officer (OCPO) where she oversees the Department’s Category Management and Industry Engagement efforts. Rubino is a recognized leader in Category Management across the government, where she is widely sought after for her strategies and accomplishments in driving more efficient buying behaviors. Previously, Rubino was the Director of the Department of Homeland Security’s Strategic Sourcing Program Office within the Office of the Chief Procurement Officer, where she oversaw a portfolio of over 80 DHS-wide contract vehicles valued at more than $60 billion. DHS is the only federal organization with an A+ in meeting all category management goals because of her efforts. With digital transformation revamping procurement and supply chain processes, Rubino has mastered this approach to find the best values in the market and align DHS’ purchasing strategy to its mission goals. She is optimizing the sourcing process by building relationships with the DHS industrial base and constantly evaluating the market.

Rubino has done this while also keeping the strategic vehicles friendly to small business – and it was her work laying the groundwork for this that has allowed the department to leverage how category management can help procurement while peacefully coexisting with the commitment to small business. She has achieved more mission for every dollar spent and is a beacon for how to do category management “right” and has done so by understanding the companies that do business with the department, what vehicles they use and where they are. Rubino is an active participant in the federal-wide Category Management Leadership Council, where she mentors others and lends her expertise in sourcing strategies and category management. In February 2016, Rubino was named as the government-wide Security and Protection Category Manager, leading a cross-agency category team and developing and implementing government-wide strategies that align with established category management principles and methodologies. Prior to her federal career, Rubino served as a Principal with E3 Federal Solutions for several years during which time she consulted on DHS procurements. She has received numerous awards for her professional efforts while at DHS including the Federal 100, DHS Management Directorate Partner of the Year Award, and the Multiple-Award in Government and Industry Conference (MAGIC) Small Business Engagement Award.
